Lawful basis for processing information

General Data Protection Regulation Article 6(1)(e) – processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the controller.

The Green Homes Grant - Local Authority Delivery (GHG LAD) Residential Energy Scheme is a government funded scheme aiming to raise the energy efficiency of low energy performance homes including off-gas grid homes. The scheme provides funding to local authorities who engage consumers and manage the delivery of installations in homes.

The primary purpose of GHG LAD is to raise the energy efficiency rating of low income and low EPC rated households, this is expected to result in the following outcomes. 

  • Tackle fuel poverty by increasing low-income household’s energy efficiency rating while reducing their energy bills; 
  • Support clean growth and promoting global action to tackle climate change; 
  • Support economic resilience and a green recovery in response to the economic impacts of COVID-19, creating thousands of jobs; and 
  • Use learnings from the delivery experience to inform the development and design of further energy efficiency and heat schemes.

How we collect information

Information may be collected by the Council directly from you via phone or email.  Your personal information will then be shared with Happy Energy Solutions so they can conduct an eligibility assessment to understand what funding you are entitled to under the scheme.

Happy Energy may collect information from residents who contact them directly. The information they collect will be shared with the council so that it can report to the Department for Business, Energy and Industrial Strategy on the project progress or provide advice on alternative funding.

What information is collected

We collect the following information about you and your circumstances to assess your eligibility for the scheme: 

  • Your name, email address and telephone number.
  • Your contact address (if not the property receiving the GHG LAD installation(s)).
  • The address and details of property receiving the GHG LAD installation(s).
  • Address and details of property offered, but not receiving, the GHG LAD installation(s).
  • Details about the GHG LAD installation(s) installed at the property, including type, size and cost.
  • Your household income and any other scheme eligibility information.
  • Details about the expected energy, carbon and cost savings expected to be delivered by the installation, including pre- and post-installation property EPC details where appropriate. 

How we use the information provided

The Council will only use the information collected for the purpose of delivering the Green Homes Grant Local Authority Delivery Residential Energy Efficiency Scheme.

Who has access to the information about you

The information will be held by the Council’s Infrastructure, Sustainability and Economic Growth service and shared only with other service areas within the council where necessary to deliver the scheme. We may need to share your details with the Housing department for example, or Revenue and Benefits if we need to verify whether you are in receipt of financial support. 

Who we may share your information with

The Department for Business, Energy and Industrial Strategy (BEIS) and its contractors for delivery, administration and evaluation of the scheme, statistical, research and fraud prevention purposes. BEIS may share your data with other central government departments as part of the scheme. 

Ofgem and delivery partners of central and local government home energy schemes such as the Energy Company Obligation and Renewable Heat Incentive Happy Energy in their role as the council’s contractor.

How long we store your information

Your data will not be kept any longer than necessary and for no longer than seven years.
