Petition:  We the undersigned petition the Royal Borough of Windsor and Maidenhead to scrap plans to charge for residents parking permits.

Petition:  We the undersigned petition the Royal Borough of Windsor and Maidenhead to improve and properly maintain (but keep) the Sutherland Grange Recycling Centre.

Update: The Borough has been developing options to deliver improvements and conducted a public consultation between December 2019 and February 2020 seeking residents’ views and opinions. The survey was available on the Royal Borough’s website and was communicated by notices at the site and local leaflets. 

The consultation asked whether respondents were in favour of a trial removal of the site from early 2020 - 71% of respondents were in favour of the site being removed. 

Survey results were discussed with the Lead Member and Ward Councillors for the area, who support the outcome of the survey and are in favour of a trial removal of the site. Removal of local recycling sites have been implemented in other areas of the Royal Borough which have been successful in addressing similar problems to those being experienced at Sutherland Grange with minimal negative impact on residents.

In light of the above, the site will be removed on a trial basis from May 2020.

Petition:  We the undersigned petition the Royal Borough of Windsor and Maidenhead to find a solution to the traffic problem on Sunninghill High Street and ban HGV's.

Update: The Head of Service provided a response to the lead petitioner on 17/04/21, setting out that no further action would be taken.

Petition: We the undersigned petition the Royal Borough of Windsor and Maidenhead to declare an Environment and Climate Emergency, ensure all current and future policies are consistent with averting further climate change and ecological collapse, and put in place a plan to reduce carbon emissions in the Borough to net zero by 2030.

Update: At full Council July 2019: RESOLVED: That this Council:

  1. Declares an environmental and climate emergency; while noting the council's achievements in reducing its environmental impacts including reducing its energy consumption by 21% and the ambitious ongoing targets to further reduce energy consumption by 10% within four years, adopted in the Energy and Water Strategy 2019-2023;
  2. Welcomes the Government's commitment to net zero carbon emissions by 2050 and calls on them to provide additional powers and resources to ensure the Royal Borough of Windsor and Maidenhead can help deliver on national targets; and
  3. Will establish a Cross-Party Working Group to undertake an in-depth review of the council's current carbon footprint and to formulate, consult and agree on a Net Zero Carbon Royal Borough Borough of Windsor and Maidenhead by 2050 Strategy in consultation with local stakeholders and partners with a draft strategy to be brought before Full Council within 12 months.

During that debate, Members also considered amending the date from 2050 to 2030, but this amendment was not successful.

The Cross-Party Working Group is now up and running and considering how the council's strategy can ensure policies are developed in light of the climate emergency that has been declared.

Petition: The three Maintained Nursery Schools in RBWM provide Ofsted "Outstanding" Early Years Education to children in Windsor, Maidenhead and Cookham. They have a positive impact on social mobility, support children with Special Educational Needs and disabilities as well as acting as offering training and support to other Early Years settings. Maintained Nursery Schools face huge funding issues and uncertainty. They have higher costs than other nurseries or childminders as they must employ qualified teachers and unlike charities or primary and secondary schools, they have to pay full business rates. For the Lawns, this is the annual equivalent of a full time teacher. We, the undersigned, petition the council to introduce permanent Business Rate relief funding for the three Maintained Nursery Schools in the Royal Borough of Windsor and Maidenhead.

Outcome: A motion was debated and agreed at Full Council on Tuesday 24 September 2019:

RESOLVED UNANIMOUSLY: That this Council:

  1. Recognises the higher costs faced by maintained nursery schools compared to other early years providers due to:
    1. Higher staff qualification levels than private nurseries and childminder settings - Maintained nursery schools are required to employ qualified early years teachers and NNEB trained assistants.
    2. Statutory requirements to employ a qualified Headteacher and Special Educational Needs and Disabilities Coordinator (SENDco).
    3. Being subject to business rates (unlike charity registered preschools) and higher utilities than home-based childminders;
    4. and that securing guaranteed funding beyond 2020 is necessary to avoid their closure.
  2. Supports the 'Save Our Nursery Schools' campaign and will write to the Secretary of State for Education, Gavin Williamson, urging him to guarantee funding beyond 2020 for state funded nursery schools and recognise that as they have at least the same statutory roles and staffing qualification requirements as maintained Primary and Secondary schools they are equal to other schools and should be enabled to benefit from the Designated Schools Grant for rate relief.
  3. Request officers to undertake an urgent review into the options available at a local level to support funding for maintained nursery schools.

Petition: We the undersigned petition the Royal Borough of Windsor and Maidenhead to reduce the speed limit of the road including Widbrook Common and Cookham SL6 9RD to 40mph from 60mph.

Update: Following a meeting held with lead petitioner on Monday 9 December 2019, it is proposed to reduce the speed limit on Sutton Road from 'national speed limit' to 40mph. A summary of the process and timeline is as follows:

  • Ward Councillors have been consulted and are supportive of the proposal.
  • The legal Traffic Regulation Order has been drafted.
  • The Traffic Regulation Order has been advertised in line with the requirements for statutory consultation.
  • The formal consultation period will take place from Thursday 5 December 2019 - Sunday 5 January 2020.
  • Depending on whether there are any objections, the Traffic Regulation Order will be sealed and become effective on Monday 20 January 2020. If objections are received, they will be considered and may impact on the implementation of the scheme
  • If there are no objections, or representation can be mitigated, works to introduce new speed limit signage will commence at the end of January 2020.

Petition: We the undersigned petition The Royal Borough of Windsor and Maidenhead to apply pressure on One Housing Group and investigate maintenance fees at Kidwells Close.

Outcome: The Head of Housing held a meeting with the lead petitioner on Thursday 16 July 2020 and provided advice on how an individual could challenge lease management charges. The Head of Housing also agreed to write to One Housing and ask them to discuss the issue directly with the lead petitioner.

Outcome: A report was considered at Full Council on Tuesday 25 June 2019 and:

Resolved unanimously: That Full Council notes the report and:

  1. Agrees to reinstate the opportunity for members of the public to ask supplementary questions under the item 'Public Questions'.
  2. Agrees to reinstate the opportunity for Members of the Council to ask supplementary questions under the item 'Member Questions'.
  3. Delegates authority to the Monitoring Officer to amend the constitution as necessary.
