Petition: We, the undersigned, call on the Councillors of the Maidenhead Planning Control Panel to make a positive decision to rehome Phoenix Gymnastics Club on Fifield Road.

We ask councillors to thoroughly review the evidence already gathered around the site and its suitability.

We strongly believe the Fifield Road site offers the best opportunity to ensure the future of Phoenix Gymnastics Club and would allow the Club to extend sports provision for the local community and Borough residents of all ages.

Petition: We, the undersigned, ask the Council of the Royal Borough of Windsor and Maidenhead to urgently review the traffic calming measures on Frances Road in consultation with the residents to ensure that effective controls are in place to reduce traffic speeds and the potentially damaging impact of heavy vehicles on houses, caused by vibrations as they pass over existing arrangements.

Petition: Petition to: provide immediate funding to enable work to commence at the earliest opportunity within this financial year, on proposal for Wraysbury Railway Station Bridge, Station Road

  1. The council welcomes the petition from Wraysbury and Horton residents, and recognises the need for safe pedestrian access to Wraysbury Station.
  2. This council requests the Lead member for Highways and Transport to report back to Cabinet with a fully costed proposal for the implementation of a footpath at wraysbury Station.

Update: Resolved at Cabinet on 30 June 2016 that:

RESOLVED UNANIMOUSLY: That Cabinet:
i. Approves the scheme set out in Appendix A to install a new footway over the bridge at Wraysbury Station be approved for implementation;

ii. Approves an increase to the capital programme (2016/17) of £135,000 to deliver this project.

Petition: We, the undersigned, petition the Royal Borough of Windsor and Maidenhead to designate the Poundfield area in Cookham, including land adjacent to the Nursery School, as a Local Green Space in the new Local Plan.

Petition: We, the undersigned, petition the Royal Borough of Windsor and Maidenhead to create a safe route to school for children that live within a mile of Holyport College.

ii) The council notes that £80,000 of highways developer contribution funding awaits a suitable scheme
iii) The council recommends that a report be brought to Cabinet in Spring 2016 with potential options to utilise the funding and address the issues raised by the petition, including a full consultation process

RESOLVED UNANIMOUSLY: That:
i. The new footway link along Ascot Road (between Holyport Green and Holyport College) forms the basis of consultation on the recommended scheme detail with residents, Members; Bray Parish Council and Holyport College
ii. Subject to the outcome of the consultation, the new footway link be delivered at the earliest opportunity
iii. The approved capital programme 2016/17 be increased by £140,000 to deliver this project (Note: a contribution secured from Holyport College of £83,000 is available to part fund the scheme)

Petition: We, the undersigned, are concerned that due to the opening of the Stafferton Way Link Road in Maidenhead there is justification to reduce the speed limit along Braywick Road from 40 mph to 30mph to avoid the potential hazard of tail end collisions and speed related offences.

Petition: We, the undersigned, wish the Royal Borough of Windsor and Maidenhead to consider reducing the recently implemented 18 tonne weight limit on the Chobham Road Railway Bridge to a maximum of 7.5 tonnes. We are concerned that the large lorries pose a safety risk due to the limited road width of the bridge, causing vehicles to cross the centre double-white line and limits visibility to on-coming traffic.

  1. revoke the decision made on Tuesday 28 April 2015 to grant £480,000 of developer funding to Holyport College; 
  2. revoke the decision made on Tuesday 28 April 2015 to advance council funds to Holyport College before any developer funding has been received from the Stafferton Way development;
  3. share developer funding fairly between maintained borough schools likely to be impacted by those developments to which the payments relate.

  1. Endorse the extant decision from Tuesday 28 April 2015 to expand Holyport College for 48 extra pupils.
  2. Endorse funding arrangements to ensure places are available for Borough residents from September 2015.
  3. Review, update and publish developer contribution funding policies in line with updated S106 and Community Infrastructure Levy arrangements.
  4. Propose that a proportion of the Borough School Capital Funding be subject to a participatory budgeting exercise with effect from 2016/7

Petition: We, the undersigned, petition council to use all the powers at its disposal to:

  1. Prohibit the use of articulated lorries on Portlock Road;
  2. Prohibit the distribution centre operating at 78 Portlock Road from parking business vehicles in Portlock Road and Enyston Road;
  3. Ensure the Police respond to calls from residents regarding alleged breaches of the law in relation to points (1) and (2).

Petition: We, the undersigned, petition The Royal Borough of Windsor and Maidenhead to agree the financing and progress to completion of the Meadow Lane Car Park Extension within a year.

Presented By: The Brocas Residents' Group and the Eton Community Association and Eton Traders.
Update: The current programme the Borough is working towards is that the car park will be completed by the end of the financial year. However, once the planning conditions are clear th Borough will endeavour to try and complete the car park earlier. At present, the Borough is working internally to put a design team together to be able to clear the necessary planning conditions. A brief discussion has been held with the team contractor, and as soon as the conditions are cleared then the works will be able to start. The local residents and businesses will be informed of the programmed once it has been agreed.

Petition: We, the undersigned, petition The Royal Borough of Windsor and Maidenhead to make representations to Berkley Homes and South Bucks District Council to improve the proposed development of the Mill Lane and Skindles development site.

Update: The Council made representations to South Bucks District Council on the application as a consultee. The first application was refused by SBDC, which this Council objected to. The second scheme was approved by SBDC. It was a much improved scheme, for which the Council made comments, but the Council pointed out it was still felt that the scheme didn’t make the most of the opportunities to improve recreation on the River Thames.

Resolved Unanimously: That Council agrees:

  1. To conduct a review of Bray Parish in accordance with the Local Government and Public Involvement in Health Act 2007.
  2. The details outlined in the Terms of Reference and publishes these so that the review can begin.
  3. To conduct the review in accordance with the timetable set out, and that if the outcome of the review is that it is recommended to support the inclusion of the area of the Fisheries into Bray Parish, a Reorganisation Order will be made to bring the changes into effect in May 2019 at the next Parish elections.
