A TPO is made by the council to protect specific trees, groups/areas of trees and woodlands in the interests of amenity.
These can be applied as part of planning permission for development and may require permission from the Local Planning Authority before works are carried out.
Planning conditions are time limited but Section 106 Agreements may last in perpetuity and include an obligation on a site owner to manage areas of their land in a particular way.
The planning history for a property can be found at: http://publicaccess.rbwm.gov.uk/online-applications/.
