2024-2028 Council Plan (2025 Refresh)
The Council Plan is the council’s most important strategic document – it sets out our vision over four years for the council and the borough; our priorities; what we will do to deliver those priorities; and how we will measure our success.
The plan, initially adopted by Council on Tuesday 16 April 2024, has an overall vision to achieve “A borough of safer, greener and cleaner communities, with opportunity for all”.
In order to ensure that the plan remains relevant and reflects borough priorities, it is refreshed on an annual basis. On Wednesday 23 April 2025, Council adopted the refreshed version of the Council Plan for 2025-2026, after reviewing the previous year’s progress towards the plan’s aims and priorities and any changes in the economic, environmental and social context. It maintains the initial five strategic aims:
- Put the council on a strong financial footing to increase resilience and serve the borough effectively.
- A cleaner, greener, safer and more prosperous borough.
- Children and young people have a great start in life and opportunities through to adulthood.
- People live healthy and independent lives in supportive communities.
- A high-performing council that delivers for the borough.
The refreshed plan maintains the focus on achieving financial stability, whilst delivering the priorities shaped through engagement with residents (including young people), council colleagues, councillors, parishes, voluntary and community sector partners. While the plan is not meant to cover everything the council does, it sets the priorities and summarises the activities that will be delivered to achieve the aims.
It includes a technical appendix, summarising a selection of activities that will be delivered to achieve our priorities, and the Key Performance Indicators (KPI) which will enable us to monitor progress, and identify and respond to issues.
The Council Plan deliverables focus on the coming financial year (2025-2026) and will be updated on an annual basis. Please view the Council Plan document below for more details.
