Is section 70B under the Town and Country Planning Act 1990 delegated to the RBWM Assistant Director of Planning?

The RBWM constitution (Part 5B Addendum) lists various delegated sections under the Town and Country Planning Act 1990, but it does not mention 70B. Is there a separate document that delegates 70B to the RBWM Assistant Director of Planning?
