Sale of public green space in the Windsor Trinity Place / Clarence Crescent Conservation Area.
I understand RBWM have recently sold to a private developer a section of important green space in the Windsor Conservation area adjacent to the footpath running from Alma Road to Vansittart Road. The Trinity Place /Clarence Crescent Conservation is known to be lacking in open space and this section of land has been previously highlighted by RBWM as an Important Green Space in the Conservation Area.
Please provide copies of all documents the Council holds in relation to the sale of this Community asset.
In particular, please provide the following:
1 – The date on which the notice of intended disposal was published and in which publications this was listed.
2 – List of stakeholders consulted prior to disposal.
3 – Evidence-based demonstration of how the disposal of the open green space in the Conservation Area is in the interests of the community of RBWM.
4 – Documents demonstrating the decision in relation to the disposal of the land was driven by the evidence, was fair and was the best decision that could be made for the entire Community.
5 – What measures were taken to ensure the maximum cost was realised to provide best value to the Council funds.
6 - Please advise what value was received in payment for sale of this land and adjoining footpath.
7 - Confirm that full public access is retained to all of this long established area of green space.
8 – Please advise if any legal agreements have been given to the purchaser to restrict access by members of the Community to this public open space.
9 – Please advise if any legal agreements have been given to the purchaser to fence in and enclose the area or to make other modifications such as removal of grass area and replacement with hard standing tarmac surface, any other construction or modifications or to be used for storage of materials / equipment.
10 - Please confirm the purchaser is required to preserve the character and appearance of this land forming part of the Windsor Conservation area.
