This request for information relates to the proposed Traffic Calming scheme in Windsor affecting Springfield Road, Bulkeley Avenue, Peel Close, Green Lane and all roads within this area.
In consultation with the Highways team and Councillors advocating this scheme, please could you provide answers to the following questions;
1) Please explain how the consultation figure of 51% (residents recorded as YES to speed humps) was calculated when the consultation didn't offer this as a separate individual question? How were the YES answers obtained to a speed hump question that wasn't there? If the question was added at a later date how many residents had already replied without it?
2) Traffic Speed data - With the mean speeds ranging from 14-21mph in ALL roads according to the traffic speed survey (FOI196501-331338), does the Traffic and Highways team leader consider this area to be an area of significant speed and risk to the public in RBWM?
Where does this area rank compared to other 30mph areas in the Borough in terms of mean speeds and accidents reported? (Only 3 minor accidents in the last 10 years? (FOI 196501-287199)
3) We are told that 85% of traffic is travelling at speeds between 15-30mph. How was this calculated given the mean speeds identified by roads in the survey data? Of the other 15% what percentage of vehicles are travelling below 15mph?
4) Timings - What were the dates the consultation started and finished?
How many times during the consultation were questions altered and on what dates were questions changed?
5) Please supply the full consultation survey results indicating which results came from residents who were actually living within the postcode of the proposed traffic calming area. Supplying actual postcode is not required but just a column indicating 'resident' of the proposed area or 'non-resident'
6) Please supply the date this project was first approved and authorised by RBWM.
7) Please explain why the letter sent to some residents informing them of project start dates is dated November 2022 when the traffic speed survey didn't conclude until December 10th 2022?
Why was this project approved before having gained the necessary speeding data to justify?
Why was the traffic speed data not provided to residents BEFORE OR as part of the consultation so they could understand the extent, or not, of the speeding issue?
8) Communication with residents - Please explain when the letter informing residents of the scheme dates was posted, to which roads/areas and when?
Why was this not posted to ALL residents within the proposed zone and certainly to ALL who had completed the consultation.
9) Lost parking spaces - Please indicate the number of parking spaces lost or compromised in the roads with the wide table top bumps? Were residents informed of this loss in the consultation?
10) Speed bump effectiveness - Please explain how a) speed reduction will be measured overall as a result of these treatments and b) how the speed humps specifically will be measured as a means of reducing speed.
11) Priority - What criteria were used to justify speed hump expenditure of £176k over the assessment of dangerous pavements, potholes, street lighting or other hazards in the area?
