The council is required by law to adopt a code of conduct and to make arrangements under which allegations can be investigated and decisions on allegations can be made about our councillors, parish councillors and co-opted members. The council has appointed three Independent Persons to support this process.
Peter Frank Hills - Independent person
Mr Hills was born West London and attended Wandsworth Technical College and Polytechnic of the South Bank, now South Bank University, studying Electrical / Electronic Engineering and Business Studies. His early years were spent working at Chelsea College, University of London then regional technical sales and marketing management, specialising in electronic and electrical instrumentation, test, measurement and calibration. Mr Hills is married with two children and is a registered foster parent attached to Croydon Council. Later working years were spent as a senior manager, executive director and senior partner within British, American and French industrial engineering companies where his functional senior management responsibilities were concentrated on sales and marketing, contract and employment law.
Mr Hills enjoys technical and legal reading, he is a keen golfer and an avid fan of rugby and cricket. Mr Hills and his family have lived in Ascot for 28 years where his children attended Charters School, Sunningdale.
Since retirement from full-time employment he has worked on a part-time basis as an external examinations invigilator for a number of private and state schools and The Open University. Currently offers occasional legal and procedural help and advice to parents, panels, schools and admission authorities for admission and admission appeals to state maintained and academy schools within the Hillingdon and Uxbridge Local Authority catchment areas.
Keith Robinson - Independent Person
Keith was born in Twickenham and now lives in Littlewick Green. After attending Chiswick County Grammar School for Boys he gained Business Studies qualifications at Slough FE College, sponsored by George Wimpey and Co. He later joined their Organisation and Methods department studying key corporate admin’ functions to implement process improvements, and gained membership of the Institute of Management Services. He continued studying process and organisational problems in many industry settings including pharmaceuticals, broadcasting, and technical consumer goods, before moving into the world of IT provision with major suppliers. He trained in state-of-the-art systems requirements review techniques to become a systems integration consultant, later specialising in bid management, project quality assurance and risk management.
Keith spent many years leading a local charity fund raising organisation providing help to MENCAP and later turned his voluntary work inclinations to a parish council role and chairmanship of White Waltham Parish Council.
Keith is married with two children and two grandchildren. His interests in retirement continue to be the work of 18th and 19th century diarists, astronomy and photography.
